A 16×2 I²C LCD (0x27, SDA/SCL, 5 V) with two things moving at different speeds:

• line 1: the current time as HH:MM:SS (UTC), updated every second. In the test the clock starts at 09:00:00.
• line 2: the headline news = "PyRasp 2026 - all good. " (24 characters, ending in a space) scrolling endlessly: frame k shows (news + news)[k % 24 : k % 24 + 16], and frame k appears at k × 0.4 s (frame 0 at the start).

The test reads the screen at about 2.2 s (frame 5), 8.2 s (frame 20) and 12.2 s (frame 30).
